Finland: Secondary use of data
Finland prioritises the secondary use of health data and sees this as a new platform market opportunity to become international leader in development of new products and services. Finnish legislation makes it explicit that personal data can be protected while also enabling secondary use where data is anonymised. The idea of the secondary use law is that individual consents or data permissions are not needed, but permission for secondary use is granted by health authorities. Finland has many of the data infrastructure foundations, particularly in terms of datasets and registries, data institutions, patient representation, and legal frameworks. The whole system relays on proper documentation and data entry by healthcare professionals.
At the round table we will discuss with our guests the Finnish approach to secondary use of data, how it works, where are the technical and human challenges.
